Description
The United Nations Development Programme is soliciting consulting services for Panama's Instituto Técnico Superior Especializado (ITSE). The selected firm will develop an integrated regulatory, organizational, and financial sustainability framework aligned with the ITSE's 2026 statute, Panama's Law 71 of 2017, and applicable national regulations. The scope includes a regulatory and organizational diagnosis; completion and technical validation of the Manual of Organization and Functions; development of a framework for own-source revenue; design of an institutional economic model and service portfolio for laboratories; revenue-collection and administrative-normalization processes; a resource-positioning and fundraising strategy; drafting and harmonization of priority regulations; preparation of adoption resolutions and an adoption roadmap; knowledge-transfer sessions; and final presentations. The work is organized into seven modules and nine products, requires a Panama-resident coordinator throughout performance, three international missions, and a mixed virtual/in-person delivery model. The contract duration is 210 calendar days, with the final product due within 190 days of contract start.
