Description
The United Nations Development Programme is seeking an individual consultant to conduct an independent end-of-project evaluation of the Strengthening Human Rights for Vulnerable Populations in Malawi project. The evaluation will assess relevance, effectiveness, efficiency, impact, sustainability, gender equality, women's empowerment, human rights, partnerships, and cross-cutting issues, while documenting lessons learned and providing recommendations for future programming. The consultant will conduct literature and project-document reviews, stakeholder consultations and interviews, qualitative and quantitative data collection, analysis, and reporting. Required deliverables include an inception report with a workplan and assessment schedule, a draft report, an audit trail addressing comments and clarifications, and a final project evaluation report with a final presentation or other knowledge products. The assignment is specified as 30 working days. Applicants must submit a technical proposal, completed and signed offeror's letter with detailed financial breakdown, and a personal CV with at least three references. A master's degree in a relevant field and specified human rights, gender equality, research, and capacity-building experience are required.
