Description
The United Nations Development Programme is seeking an individual consultant to conduct an independent, evidence-based gender desk review of its Malawi Country Programme portfolio for 2024–2028. The review will assess gender integration across programme and project design, implementation, partnerships, resource allocation, monitoring, reporting, risk management, safeguards, sustainability, institutional systems, and the Gender Equality Seal framework. It will use documentary review, purposive and stratified project sampling, Gender Marker analysis, and targeted consultations. The 20-working-day assignment includes an inception report and review matrix, a portfolio review matrix and draft report, and a final gender desk review report with a prioritized portfolio improvement roadmap. The final deliverable must include findings, evidence and compliance analysis, recommendations, responsible owners, timelines, indicators, risks, and tracking arrangements. Proposers must submit a technical proposal, a signed Offeror's Letter to Confirm Interest and Availability with a detailed financial breakdown, and a personal CV with at least three references. The solicitation requires an advanced university degree, at least 10 years of relevant professional experience, comparable assessment or evaluation experience, and knowledge of gender frameworks and the Malawi or regional context.
