Description
The United Nations Development Programme is seeking a national consultant to support the Strengthening Policy and Performance-Oriented Public Financial Management Systems in Mongolia project. The consultant will provide technical, analytical, and coordination support for medium-term budgetary frameworks, results- and programme-based budgeting, programme costing, budget-law and regulatory reform, and related public financial management initiatives. Responsibilities include reviewing frameworks and methodologies; preparing policy, legal, analytical, training, workshop, and consultation materials; supporting pilot implementation in health and energy sectors; maintaining stakeholder comments and project activity trackers; documenting lessons learned; and contributing to capacity-building and consensus-building activities. The assignment requires a relevant bachelor's degree, at least three years of professional experience in public finance or budgeting, prior similar assignments, fluency in English and Mongolian, a technical proposal, a curriculum vitae with at least three references, educational credentials, and a lump-sum financial proposal.
