Description
The Department of National Defence requires one commercial off-the-shelf radar signal stimulator for the Naval Electronic Warfare Center to support electronic attack and electronic support activities, including testing, verifying, and validating Electronic Support Measures libraries. The equipment must cover 0.5–40 GHz, provide at least 1 GHz instantaneous bandwidth, support manually configurable angle-of-arrival simulation with three receiver ports, provide at least four output ports for simultaneous Electronic Support Measures testing, and simulate virtual transmitter and receiver movement in three-dimensional space. Amendment 006 also clarifies requirements for operating temperature, electromagnetic compatibility under MIL-STD-464, output power, spurious signal levels, and RF performance. The procurement is an open competitive Request for Proposal with selection based on the highest combined rating of technical merit and price. There are no security requirements or Canadian-goods preference, and proposals may be submitted in either official language of Canada. The estimated contract period is 12 months, although an 18-month project schedule is acceptable.
