Description
The City of Los Angeles Department of Recreation and Parks is soliciting proposals for the operation, management, maintenance, and improvement of the Los Angeles Equestrian Center, Hansen Dam Equestrian Center, and Stoney Point Ranch Equestrian Center. Proposers may operate one, two, or all three centers, with each center governed by a separate agreement. The scope includes equine boarding, training, lessons, horse rentals, trail access, equestrian shows and clinics, special events, banquets, catering, restaurant and café operations, marketing, customer service, security, emergency evacuation, and large-animal shelter activation. The operator must provide ongoing facility and horse-care services, maintain barns, stalls, arenas, equipment, utilities, sanitation, manure handling, and security, and complete extensive capital improvements. Required improvements include code and ADA upgrades, roofs, fire suppression, lighting, cooling and watering systems, arena footing, stalls, kitchens, restrooms, fencing, electrical systems, and other facility repairs. Proposers must submit detailed operational, staffing, business, compensation, financial, and improvement plans, including a 20-year pro forma and financial offer. The agreement term is 20 years with two five-year extension options at the City's discretion.
