Description
The United Nations Development Programme, supporting Senegal’s Ministry of Economy, Finance and Planning, seeks a specialized consulting firm to provide technical assistance for structuring sustainable finance and preparing a potential sovereign green, social, sustainable, or sustainability-linked bond issuance. The scope includes developing a pipeline of eligible projects; defining key performance indicators and sustainability performance targets; preparing post-issuance reporting tools and templates; reviewing sustainable-finance governance; developing a governance-strengthening roadmap; and preparing reports from workshops, consultations, and the overall assignment. The firm must provide a French-speaking multidisciplinary team, including senior sustainable-finance and sovereign-issuance expertise, sustainable-project and impact-assessment expertise, and capacity-building and facilitation expertise. The technical proposal must address methodology, implementation planning, logistics, team profiles, relevant experience, quality assurance, sustainability, and subcontracting. The financial proposal must be submitted separately through the commercial section of the online system. The assignment requires 30 days of work spread over six months, includes travel to Saly, and has an explicitly stated desired start date of October 17, 2026.
