Description
The United Nations Development Programme in Mongolia is seeking a national lead consultant for the Agents of Change: Youth and Media for Responsible Business Practices project. The consultant will provide technical leadership and strategic guidance for youth engagement and policy dialogue on business, human rights, and environmental issues. Responsibilities include mapping business sectors and human rights risks; identifying youth champions and sectoral networks; designing engagement strategies and work plans; organizing and facilitating training, networking events, and policy dialogues; supporting youth organizations' communications and awareness activities; and developing policy briefs, reports, surveys, case studies, and related knowledge products. The assignment includes at least two multi-stakeholder policy dialogues and coordination with the project team every two weeks. The consultant must have a master's degree or higher in a related field, at least five years of relevant private-sector consulting experience, experience with multi-stakeholder dialogue and training development, and strong Mongolian and English communication skills. Required proposal materials include a signed CV with at least three professional references, educational diplomas and certificates, a technical proposal with methodology and work approach, a financial proposal using the provided cost-breakdown template, and the required portal forms and declarations. The procurement uses a two-envelope process, with financial proposals evaluated only after technical qualification; technical and financial criteria are weighted 70% and 30%, respectively.
