Description
The Pennsylvania Emergency Management Agency is establishing an Invitation to Qualify contract for comprehensive vendor-hosted Next Generation 911 call handling equipment services for Pennsylvania public safety answering points. The scope includes contractor-provided geo-diverse hosting; hardware and software to receive and process voice, video, text, TDD/TTY, RTT, and data-only emergency requests; automatic call distribution; call-back and outbound communications; integrations with statewide NG911, ESInet, management information systems, computer-aided dispatch, radio, GIS, and recording systems; migration and testing; training; and 24/7/365 support. Qualified contractors must be the manufacturer of the proposed equipment and service, demonstrate at least five years of relevant experience, show that the service has operated in a multi-PSAP production environment for at least two years, provide three hosted NENA i3-compliant reference implementations, and submit a certification and narrative describing architecture, functionality, management information systems, training, delivery, and support. The questionnaire addresses service regions, capacity limitations, mass-call processing, and cloud, data-center, or hybrid hosting. Responses are submitted electronically through the Jaggaer portal, and qualified contractors may later compete for project-specific RFQs and purchase orders. The ITQ has no set-aside goal setting.
