Description
The United Nations Development Programme is seeking an individual consultant to prepare up to four concise, evidence-based policy briefs based on Albania’s Skills Needs Analysis 2025. The work includes reviewing survey data and supporting evidence; analyzing recruitment difficulties, labour availability, skills deficiencies, training participation, and enterprise cooperation by sector, enterprise size, region, and relevant inclusion dimensions; assessing existing policy responses and implementation gaps; and reviewing applicable international or regional practices. The consultant will develop an inception package, conduct focused consultations with government institutions and social partners, prepare draft briefs and supporting analytical tables and visuals, present findings at one validation meeting, and finalize four policy briefs with source documentation, editable analytical files, responses to comments, and a completion note. Each brief may be up to six pages excluding references and supporting annexes. The assignment requires an advanced university degree in a relevant field, at least seven years of relevant experience, demonstrated experience with enterprise surveys or labour-market analysis, and strong English and Albanian communication skills.
