Description
The United Nations Development Programme is seeking a consulting firm to research, synthesize, and document lessons learned and best practices concerning the growth and formalization of informal enterprises. The assignment covers policy and regulatory reform, financial services innovation, digital finance and business tools, collective action platforms, enterprise development, and formalization pathways across Mozambique, Sierra Leone, and Solomon Islands. The contractor will provide overall technical leadership, conduct a structured evidence review and stakeholder consultations, recruit and manage one local consultant in each country, develop country-level sections and at least two case studies per country, and produce an inception report, draft country-level evidence and case studies, and a final approximately 60–80-page Lessons Learned Report. The technical proposal must include the firm's qualifications, a team leader curriculum vitae, at least two writing samples, a team composition note with consultant CVs or profiles, methodology and work plan, references, and an all-inclusive lump-sum financial proposal. The procurement uses a two-envelope process, with financial materials submitted only in the commercial section.
