Description
The National Research Council of Canada requires one factory-integrated, RPAS-deployable topographic and bathymetric LiDAR payload for medium-class remotely piloted aircraft systems. The system must combine a 532 nm green laser, unconditional full-waveform recording, survey-grade GNSS/INS compatible with Applanix POSPac, a co-aligned 20-megapixel RGB camera, onboard and removable storage, IP64 environmental protection, Canadian cold-weather operation, and a maximum payload mass of 12 kg. It must support measurement rates of at least 200 kHz, at least 15 returns per pulse, selectable beam divergence from 1 to 6 mrad, a 40-degree scanning field of view, and penetration of at least 2 m of clear water. The requirement also includes manufacturer-supported hydrographic processing software, completed boresight and camera calibration, technical documentation, training for up to four personnel, a minimum 12-month warranty, technical and hardware support, maintenance guidance, replacement parts, and manufacturer-authorized repair and recalibration. Proposals must include objective technical evidence, a separate technical offer, a separate financial offer, and the required offer forms and certifications. Award will be based on the lowest-priced offer meeting all mandatory technical criteria.
