Description
The United Nations Development Programme in Angola seeks an institutional consulting firm to support the Ministry of Finance of Angola in preparing its Sector Development Plan 2028–2032. The assignment includes an institutional and public financial management diagnostic; stakeholder consultations; development of a strategic framework, theory of change, results framework, implementation plan, indicative costing, and gender-responsive budgeting recommendations; and alignment of planning with medium-term and annual budgeting processes. The firm must also design performance-monitoring, evaluation, reporting, dashboard, and user-guidance tools; conduct a capacity-needs assessment; prepare and deliver at least three practical training modules; support validation and dissemination; and provide final editable source files and Portuguese deliverables with an English executive summary. The work requires 30 working days within a contract period not exceeding 90 calendar days, with on-site participation in Luanda for key consultations, workshops, training, validation, and dissemination. Proposals are evaluated using a 70% technical and 30% financial weighting.
