Description
The United Nations Development Programme in Lao PDR is seeking a national individual consultant to support implementation of its Inclusive Value Chain Programme under the We Rise Together initiative. The consultant will coordinate and onboard business advisors, prepare advisor materials and communication mechanisms, support selection of women-owned and gender-responsive enterprises across three provinces, coordinate outreach and screening activities, and develop tracking and monitoring systems with baseline data. The assignment is for 45 working days, with travel required to target villages and provinces. Deliverables include a business-advisor scope of work and communication mechanism, an enterprise selection report with shortlist and advisor matching, and a tracking and monitoring framework with baseline data and a final report on tool localization. Applicants must have a relevant advanced university degree or qualifying bachelor's degree and experience in project coordination, private-sector or MSME support, and related development work. The technical proposal carries 70 percent of the evaluation weight and the financial proposal 30 percent.
