Description
The United Nations Development Programme in Armenia is establishing non-exclusive framework agreements with qualified national consultants to provide on-demand programme design, proposal development, and resource-mobilization support. Services include developing and reviewing concept notes, project proposals, project documents, funding proposals, partnership materials, briefing notes, and related programme-development products across thematic portfolios. The work includes research and analysis, donor and funding-opportunity assessment, stakeholder consultations, theories of change, results frameworks, workplans, risk analyses, budget narratives, quality assurance, and revisions. Consultants must provide evidence-based, results-oriented, donor-responsive deliverables and submit editable source files. The framework agreement is for up to two years, with a maximum cumulative level of effort of 260 working days; assignments will be issued intermittently and no minimum quantity of work is guaranteed. Applicants must meet specified education, experience, language, and writing-sample requirements and submit an all-inclusive daily fee.
