Description
The United Nations Development Programme in Mexico is seeking an individual consultant to conduct regional documentary research and prepare five comparable sectoral diagnostics covering education; employment, talent, and skills; agriculture and food security; health and well-being; and energy, digital infrastructure, and resilience. The work must identify observed, potential, and emerging impacts; structural gaps; bottlenecks; enabling capacities; intersectoral dependencies; relevant experiences; and implications for public policy, regional cooperation, and implementation. The consultant will also prepare a regional synthesis comparing the five sectors and a strategic results document incorporating outcomes from a high-level forum. Deliverables include a work plan and methodology, draft and final diagnostics, the regional synthesis, and the final results document. The engagement is estimated at three months, is part-time, and is performed remotely. A university degree in a relevant discipline, specified professional experience in development policy and evaluation, data analysis experience, demonstrated prior diagnostic or policy-study work, data-tool proficiency, and English proficiency at B2 or higher are required.
