Description
The United Nations Development Programme, in cooperation with Viet Nam’s Ministry of Justice, seeks an individual national consultant to lead a foundational study on assessing the effectiveness of legal normative documents after promulgation. The assignment includes legal, theoretical, and practical analysis; review of international experience; development of an assessment framework, criteria, and broad indicative indicators; integration of technical inputs; and preparation of a final research report. The consultant will produce an inception note and detailed research plan, a draft research report in Vietnamese, and a final research report in Vietnamese with bilingual Vietnamese-English executive summaries. The 40-working-day assignment is home-based, with in-person participation expected at technical and consultation meetings in Hanoi if required. The solicitation uses a two-envelope evaluation process, with technical evaluation weighted at 70% and financial evaluation at 30%; financial information must be submitted only in the financial section.
