Description
The Caribbean Community Climate Change Centre seeks an individual consultant to develop a comprehensive Standard Gender Mainstreaming Framework for climate finance proposals in Suriname. The work includes reviewing donor and national policies; compiling and analyzing sex-disaggregated and gender-related data; identifying data gaps; conducting gender analysis; and producing reusable Gender Assessment and Project-level Gender Action Plan templates aligned with Green Climate Fund, Global Environment Facility, and Adaptation Fund requirements. The consultant will also develop gender, sexual exploitation, abuse and harassment risk-screening and referral tools; grievance-redress and gender-responsive budgeting guidance; modular proposal narrative text; quality-assurance checklists; and institutionalization guidance. Deliverables include an inception report, draft and final framework with editable supporting tools, a validation workshop, and an in-person knowledge-transfer session. The assignment is primarily home-based but requires availability for coordination at the National Designated Authority's office in Paramaribo and short missions within Suriname. An advanced university degree is required, with at least 7–10 years of relevant experience and fluency in English plus working knowledge of Dutch and/or Sranan Tongo.
