Description
UNDP is seeking an individual consultant to provide strategic and technical leadership for the Community Systems Strengthening, Human Rights, and Gender components of South Africa's Global Fund Grant Cycle 8 Request for Funding. The consultant will develop evidence-based, rights-based, and gender-responsive interventions addressing community systems, stigma and discrimination, gender inequality, gender-based violence, legal and policy barriers, access to justice, community empowerment, and protection of key and priority populations across HIV, tuberculosis, and resilient and sustainable systems for health programs. The work also includes transition pathways, sustainable financing models, stakeholder consultations, technical working groups, writing retreats, validation workshops, budgeting, and integration into the funding request narrative and supporting annexes. The assignment is primarily home-based, with approximately 40 consultancy days over nine months and possible travel within South Africa for consultations, workshops, meetings, and writing retreats. Required qualifications include a postgraduate degree or higher in a relevant discipline, at least 10 years of relevant professional experience, experience supporting at least two Global Fund funding requests or comparable donor-funded health programs, and strong analytical, drafting, facilitation, and stakeholder-engagement skills. Deliverables include an inception report and work plan, research and consultation findings, two draft CRG component packages, and final CRG components and supporting documents.
