Description
The United Nations Development Programme Djibouti is seeking a Djiboutian consulting firm to assess and strengthen 18 civil society organizations participating in the eighth operational phase of the Global Environment Facility Small Grants Programme. The four-month assignment covers organizational and operational diagnostics, individualized capacity-strengthening plans, training and coaching, project monitoring and financial-management support, climate-adaptation project formulation, and knowledge capture. The contractor must also develop training modules and practical project-development tools; provide at least five training days and individualized coaching; prepare communication plans, communication kits, initial publishable content, and editorial calendars; create or optimize Facebook pages and X accounts; secure and transfer account access; and produce validated knowledge products and a consolidated final report. Required submissions include the completed Annex 2 proposal-submission form, technical and financial proposals, company and legal documents, recent and ongoing project lists, satisfactory-performance certificates, key personnel CVs, diplomas and experience evidence, availability attestations, and relevant examples or extracts. The technical proposal must contain no financial information, while the financial proposal must be submitted separately in the commercial section as a PDF using the provided financial-offer form.
