Description
The United Nations Development Programme is procuring two individual national consultants to conduct the mid-term evaluation of Moldova's National Development Strategy "Moldova Europeana 2030." The assignment covers the strategy's full intervention logic and implementation ecosystem, including national and sectoral strategies, the National Development Plan, budgetary alignment, intermediate targets, governance and monitoring mechanisms, and alignment with European and international commitments. The consultants will apply OECD/DAC evaluation criteria and human rights-based, gender-sensitive, and theory-based approaches. Work includes reconstructing the results-impact chain, developing an evaluation matrix, reviewing documentary and administrative data, conducting surveys, interviews, focus groups, stakeholder consultations, field visits, and preparing inception, interim, and final reports. Each consultant will provide up to 50 working days during an eight-month period planned from November 2026 through July 2027, with deliverables submitted electronically in Romanian. Applicants must submit an offer letter with financial proposal, technical proposal, motivation letter, signed CV with at least three references, and the required portal responses.
