Defence Construction Canada has issued an Advance Procurement Notice—not a request for proposals—for a potential Modified Design-Build contract supporting NORAD modernization and continental defence at Forward Operating Location Iqaluit, Nunavut. The proposed infrastructure includes airfield improvements; approximately 7,500 square metres of hangar space with aprons and taxiways; ammunition compounds; 500,000 to 750,000 litres of fuel storage; accommodations; warehousing; office, fire hall, multipurpose, indoor storage, and support facilities; and IT, cyber, and logistics infrastructure. The estimated total contract value may exceed $5 billion. The anticipated multi-year work would include requirements validation, concept development, market analysis and planning, design, and construction. The future RFP is expected to evaluate northern design and construction experience, comparable asset delivery, integrated design-build capability, northern logistics and constructability, Indigenous participation, and team capability through formal interviews. The contract is expected to permit self-performed work and require an Indigenous Benefits Plan. The anticipated security requirement is Facility Security Clearance at the SECRET level. The future MDB solicitation is projected for release in Fall 2027, subject to approval to proceed.
