The Federal Highway Administration, supporting the Department of Defense’s Office of Missile Air Defense Program and the Air Force Intercontinental Ballistic Missile Program, is planning a Total Small Business Set-Aside for Minuteman missile access roads. The work covers roadway reconditioning and placement of an additional four-inch aggregate surface course on existing gravel roads, with a maximum roadway width of 24 feet and a proposed four-percent crown. The project uses a Fixed-Price Variable Scope contracting method and includes up to 85.75 miles of roadway reconditioning and re-graveling, plus replacement of up to 73 culverts of variable length. Principal work items include survey and staking of drainage structures, contractor quality control, pipe culverts, and aggregate surface course. The estimated cost is between $5,000,000 and $10,000,000. Plans and specifications are not yet available, and the notice is a presolicitation rather than an invitation for bid.
