Description
The Commonwealth of Pennsylvania, through the Department of General Services, is issuing an Invitation to Qualify (ITQ) for Online Legal Services. The purpose is to qualify contractors to provide online legal research services and related subscription services to Commonwealth executive agencies. These services will provide comprehensive legal research tools and resources to support agency operations and legal functions. The contract is non-exclusive, and agencies will issue RFQs to qualified contractors for specific projects. Contractors must have two years of experience providing online legal research or subscription-based legal information services, agree to the non-negotiable terms in Appendix A, have a fully executed software license agreement with the Commonwealth, and submit a price list. The contract term runs until August 31, 2031, with one five-year renewal available. The purchase of hardware, software, and staff augmentation services is not permitted under this contract.
