Description
The U.S. Navy is soliciting a single contractor to manufacture, assemble, integrate, verify, validate, test, deliver, field, and sustain Electronic Chart Display and Information System hardware for AN/SYN-1 configurations and Scalable Integrated Bridge System five- and seven-node configurations. The scope includes first article units, production readiness reviews, production hardware, peripherals, spares, repairs, environmental qualification testing, configuration management, obsolescence and diminishing manufacturing sources management, technical data package maintenance, integrated logistics support, and shipboard installation support. The contractor must also maintain, modify, upgrade, integrate, test, and deliver Navy ECDIS software for surface and subsurface platforms using Government-furnished source code and technical information. Software work includes engineering support, software builds, interface and architecture documentation, cybersecurity, configuration control, testing, fleet support, and lifecycle sustainment. The solicitation requires a comprehensive technical, management, staffing, past-performance, and cost/price proposal, including detailed pricing workbooks and numerous completed technical-data and data-rights attachments. Performance requires a Secret facility clearance, Secret personnel clearances and safeguarding capability, a dedicated Secret test facility, U.S.-citizen personnel for classified work, and CMMC Level 1 for systems handling Federal Contract Information or Controlled Unclassified Information.
