Description
The New York State Department of Corrections and Community Supervision is soliciting bids for comprehensive electrical switchgear cleaning, testing, and maintenance at Fishkill Correctional Facility. The scope includes medium-voltage switchgear, automatic transfer switches, vacuum circuit breakers, battery systems, motor control centers, oil-filled and dry-type transformers, low-voltage air switches, protective relays, and associated equipment. The contractor must perform cleaning, inspection, adjustment, lubrication, minor repairs, electrical testing, servicing and testing of spare vacuum breakers, installation of 16 Fluke infrared viewing windows, and temporary generator staging, connection, operation, fueling, and removal to maintain critical building power during the work. The contractor is also responsible for coordinating with the utility and scheduling outages and service activities. The contractor must perform partial discharge testing of medium-voltage primary cables, terminations, splices, and connected equipment, including approximately 44 electrical manholes, and provide an engineered report with risk-category evaluation. The study must be prepared by an independent consultant led by a New York-licensed professional electrical engineer with at least 10 years of specialized power-system-study experience. Additional requirements include six-hour arc-flash safety-awareness training for up to 20 people and four-hour portable-generator connection training, with materials and certificates provided. The contract term is 18 months from the date of approval, with a 6% SDVOB goal and a 15% total MWBE goal.
