Description
North Plains Connector LLC is conducting a technical qualification phase for an engineering, procurement, and construction (EPC) procurement for a 500 kV, 100-mile-plus transmission line. Qualified offerors must demonstrate comparable transmission EPC experience, including direct construction responsibility, access, foundations, grounding, structures, conductor and OPGW installation, restoration, testing, energization support, and turnover. The questionnaire requests detailed information on execution planning, scheduling, resources and aviation capability, backlog, risk management, labor and union experience, federal funding and domestic procurement compliance, safety, environmental performance, quality systems, financial capacity, bonding and insurance, claims history, entity or joint-venture structure, major subcontractors, single-point accountability, and site-visit readiness. Required supporting evidence includes project sheets, references, responsibility and scope matrices, execution and compliance plans, safety records, financial statements, a surety letter, insurance certificates, and other listed qualification materials. The submission must also include the completed questionnaire certification signed by an authorized representative. Addendum 01 extends the intent-to-bid deadline to September 23, 2026, at 4:00 PM Central Time; the NDA execution deadline to October 2, 2026, at 4:00 PM Central Time; the DOE GRIP flow-down acknowledgment deadline to September 25, 2026, at 4:00 PM Central Time; and the release of restricted pre-qualification materials to October 2, 2026, at 4:00 PM Central Time.
