Description

The Space Development Agency is soliciting proposals for the Resilient Missile Warning Tracking Low Earth Orbit Ground Entry Points effort. The scope includes site civil engineering and preparation; procurement, installation, integration, testing, and verification of communications shelters, RF antennas and antenna electronics, optical terminals and optical electronics; networking equipment and software; test hardware; training; onsite test support; operations; and maintenance at multiple globally dispersed locations. The effort includes an initial Task Order 1 and a hybrid indefinite-delivery/indefinite-quantity contract with firm-fixed-price and cost-reimbursement line items. Offerors must submit seven proposal volumes addressing technical approach, program/project management, past performance, price, organizational conflict of interest, small-business participation, and the model contract/offer. Required proposal materials include technical and management narratives, compliance matrices, an integrated master schedule, contractor work breakdown structure and dictionary, staffing/organization plan, past-performance citations and questionnaires, pricing templates and narrative, unpriced basis-of-estimate templates, personnel and facilities information, an OCI assessment or plan, small-business participation documentation, a cover letter, and a completed Standard Form 33/model contract offer. The solicitation requires searchable PDF files for the proposal volumes and associated attachments, with specified Excel templates submitted in their original format. CUI and classified materials require separate access or submission procedures.
