Description
Philadelphia Gas Works is requesting services for preventive maintenance, repair, overhaul, and testing of Orbit valves at its Expander Plant at the Richmond LNG Plant. The contractor must provide all labor, supervision, project management, tools, equipment, materials, and OEM parts; maintain inventory for annual valve service; follow Orbit factory procedures; and certify overhauled valves to OEM specifications. Work includes visual inspection, lubrication, assembly testing, actuator leak testing, pressure testing when required, functional and instrumentation testing, and written test reports. Emergency service must be available on site within 24 hours of notification, and the contractor must provide work reports, daily time sheets, recommendations, and notice of mechanical irregularities. The work is subject to Pennsylvania prevailing-wage requirements, PGW safety and plant-access rules, a DOT-compliant drug-testing program under 49 CFR Part 199, and extensive insurance requirements. All subcontractors require PGW approval. Pricing is requested for supervisor and technician/ mechanic labor rates, travel and living expenses, OEM-parts markup, subcontractor markup, and equipment/tool charges. The contract has an initial one-year term with up to four additional one-year renewal terms at PGW’s discretion, and PGW does not guarantee any purchase orders or minimum monetary value.
