North Plains Connector LLC is conducting a technical pre-qualification phase for a subsequent EPC procurement covering approximately 420 miles of transmission line facilities and related infrastructure for a proposed 3 GW transmission system extending from near Colstrip, Montana, to endpoints near Center and St. Anthony, North Dakota. The anticipated facilities include ±525 kV HVDC and 345 kV and 500 kV HVAC transmission lines. Converter stations, substations, switching stations, interconnection facilities, and their construction are excluded, although coordination with the contractors and owners responsible for those facilities is required. The pre-qualification submission must demonstrate the offeror’s technical qualifications, comparable transmission EPC experience, self-performance and subcontracting approach, execution and schedule controls, resources and aviation capability, project references, key personnel, capacity, risk management, labor and union strategy, safety and quality programs, environmental and permitting experience, financial and bonding capacity, insurance capacity, and compliance with federal funding, Buy America/Build America, DOE GRIP, debarment, anti-lobbying, and non-collusion requirements. Required materials also include an intent to bid, signed NDA, company and legal qualification information, certifications, addenda acknowledgment, and supporting financial, bonding, and insurance documentation. No pricing, commercial proposal, contract exceptions, or redlines are requested during this phase.
