Description
Goochland County is seeking an independent professional engineering or technical consulting firm to conduct a system-wide evaluation of aesthetic water quality concerns in the Eastern Goochland Central Water System. The selected consultant will review existing investigation findings and background materials, including customer surveys, laboratory reports, operational records, sampling results, distribution system information, GIS mapping, hydraulic modeling, and complaint records, while avoiding unnecessary duplication of completed investigations unless additional validation is technically appropriate. The scope includes evaluating distribution system operations, chloramine management, secondary treatment optimization, water age reduction, regional interconnections, operational and infrastructure modifications, and private plumbing best-practice guidance where appropriate. The consultant must provide a science-based roadmap with near-term and long-term recommendations, prioritized implementation strategies, and coordination support with the Virginia Department of Health Office of Drinking Water. The consultant will also publicly present the findings and recommendations to affected residents and stakeholders. Qualifications include at least two comparable public-water-system projects completed in the United States within the past five years, at least one project demonstrating familiarity with Virginia Department of Health regulations and permitting, relevant hydraulic and water quality modeling experience, and authorization to do business in Virginia.
