Description
The South Carolina Department of Administration, Office of Technology and Information Services, seeks a single service provider for statewide Category 1 internet access supporting eligible K-12 schools and libraries. The scope includes approximately 220 circuits ranging from 10 Mbps to 50 Gbps, dedicated symmetric connectivity, managed internet router service, public IP address space, DNS capability, 24/7 network operations and support, online ordering and trouble-ticket portals, reporting, direct billing, service monitoring, and transition of existing services where required. The contractor must provide at least 99.99% monthly availability, latency of no more than five milliseconds between designated equipment, and specified installation, repair, reporting, and service-level performance. The solicitation also requires DDoS detection and mitigation, disaster recovery and alternate routing, security and privacy protections, E-Rate program participation and compliance, and support for statewide implementation and migration. Proposals must include separate technical and business/price proposals, a completed Service Provider Security Assessment Questionnaire, a proposed implementation and transition plan, network and redundancy diagrams, service and testing plans, privacy policies, references, corporate and staff qualifications, and completed pricing templates. The initial contract term is five years, with two one-year renewal options; the maximum contract life is seven years.
