Description
The City of Richmond is seeking bids for a two-year lease of six 2027-or-newer Harley-Davidson Police Road Glide (FLTRXP) motorcycles, including electronics installation, preventive maintenance, unscheduled repairs, technical support, manufacturer manuals and accessories, and delivery of fully assembled, operational motorcycles. The contractor must be an authorized Harley-Davidson dealer and operate a commercial service center staffed by qualified factory-trained or factory-authorized technicians. Motorcycles must be delivered no later than December 11, 2026, and the contractor must provide pickup and return delivery when its service center is more than 25 driving miles from the Richmond Police Department's 4th Precinct. The contract may be extended for up to 12 months and renewed for up to three additional two-year terms. Bidders must submit pricing for monthly lease payments, a one-time electronics installation fee, preventive maintenance, repair labor, parts discounts, and optional loaner motorcycles. Required bid materials include authorization as a Harley-Davidson dealer, motorcycle and accessory specifications, a preventive-maintenance schedule and cost breakdown, insurance options, service-center and turnaround information, price sheets, and required procurement forms. The solicitation requires electronic submission through the City's OpenGov e-Procurement Portal and includes insurance requirements of at least $1,000,000 per occurrence for commercial general liability and automobile liability, statutory workers' compensation and employers' liability coverage, and $1,000,000 professional liability or errors-and-omissions coverage. The solicitation identifies a 0% MBE/ESB participation goal and encourages MBE/ESB participation.
