Description
The United Nations Development Programme is seeking a Sri Lankan national individual consultant to support Sri Lanka's Ministry of Justice and Judicial Service Commission in preparing and operationalizing Institutional Disaster Management Plans for justice-sector institutions. The work includes structural and non-structural hazard and vulnerability assessments, risk modeling, development of an IDMP framework and toolkit, emergency response and evacuation procedures, business continuity guidance, standardized operating procedures, and protection and salvage protocols for physical legal archives and digital judicial infrastructure. The consultant will coordinate with justice-sector and emergency-management stakeholders, conduct approximately ten in-person consultations or field visits at three to five courts in the Central, Southern, and Western Provinces, and provide technical training. Required qualifications include an advanced degree in a relevant field, at least five years of relevant experience, demonstrated experience with IDMPs or emergency-response SOPs and business continuity planning, and fluency in English and Sinhala or Tamil. The assignment is for 40 working days within a stated three-month performance span, with four deliverables paid on a 10%, 40%, 25%, and 25% basis. Only Sri Lankan individuals may submit offers; organizations and other nationals will not be considered.
