Geary Public Library is soliciting bids for technology-neutral Category One solutions providing internet access and data transmission services, plus Category One network equipment, at bandwidths from 100 Mbps through 300 Mbps. Installation and initial configuration are requested for both service categories. Vendors must identify the broadband delivery mode, basic firewall or network security features, equipment or special-construction costs for higher bandwidth options, and provide a Service Level Agreement. Pricing must be submitted in 50 Mbps increments and include monthly recurring charges, non-recurring charges, installation, equipment, and all other associated costs, with eligible and ineligible E-Rate components clearly separated. Bids may propose a one-year term with four voluntary annual renewals, for up to five years total; multi-year proposals must include specified renewal, month-to-month, and cancellation provisions. The selected contract is contingent on successful E-Rate funding. Vendors must have a valid Service Provider Identification Number, file FCC Form 474 and Oklahoma Universal Service Fund funding requests, and meet applicable regulatory or carrier-certification requirements. Evaluation will use a weighted matrix with eligible-service price as the primary factor, along with experience, performance, reliability, specifications, and geographic proximity or local presence.
