Description
The City of Columbus Department of Public Service is soliciting a qualified consultant team for a task-order general engineering contract supporting the City's LinkUS program. Example services include developing roadway and transit design standards; advising on Bus Rapid Transit corridor design; preparing technical memoranda; reviewing third-party designs; transportation network and transit planning; Federal Transit Administration capital-program and regulatory support; traffic modeling using Synchro, VISSIM, and TransModeler; and traffic-review process documentation. The team must hold ODOT prequalifications for bicycle facilities and enhancement design, non-complex roadway design, traffic signal system design, and ITS design and operations. It must also demonstrate BRT design, adopted transit-plan, City-led capital-improvement-project design, and City-approved traffic-study experience. Proposals are limited to 12 pages for the proposal content, with separate required uploads for the Proposal Signature Form, Location of Lead Offeror Form, and Prequalification Documentation. Evaluation considers lead-offeror location, project manager, project team, past performance, and project understanding and approach. The initial appropriation is $500,000, subject to City Council approval and possible modification as additional funding becomes available.
