Description
The Transportation Security Administration is seeking innovative solutions that improve air cargo detection, screening, threat characterization, alarm resolution, mitigation, resilience, operational integration, throughput, risk-based screening, data use, and interoperability. Proposed capabilities may include imaging or non-imaging systems, sensors, canine-enabled approaches, automated analysis, artificial intelligence, machine learning, anomaly detection, operator-assist tools, software, algorithms, threat libraries, and integrated concepts of operations. Solutions should be suitable for controlled, operationally representative, or authorized live cargo environments and should account for varied cargo types, packaging densities, facility constraints, throughput requirements, environmental conditions, cybersecurity, privacy, safety, and regulatory considerations. Respondents must submit a white paper in one of three formats: a traditional paper of no more than five pages excluding the cover page, a slide deck of no more than ten slides, or a video of no more than seven minutes accompanied by a transcript. A technical addendum of no more than two pages may also be submitted. Responses must address company and point-of-contact information, the proposed solution and capability area, performance and testing history, technical details, cybersecurity and information technology considerations, demonstration feasibility, rough-order-of-magnitude and lifecycle cost considerations, demonstration goals, metrics, evaluation methods, and transition considerations. TSA may request a vendor pitch and may select solutions for finite-duration demonstrations, with funding or at no cost to the Government; the announcement does not guarantee funding, qualification, certification, operational approval, or future procurement. Proposed solutions must be standalone and non-network-based because TSA will not provide connectivity to sensitive TSA databases.
