Description
The Oklahoma City Water Utilities Trust is soliciting proposals for the purchase and implementation of an off-the-shelf operational technology asset discovery and vulnerability scanning software solution. The system must automatically discover and classify OT, industrial control system, and supporting IT assets; maintain asset details and change history; identify open ports, services, protocols, and vulnerabilities; and provide dashboards, alerts, reports, approval workflows, vulnerability scoring, and firewall-rule support. The solution must operate safely and non-intrusively in the utility’s SCADA environment, fully offline and without dependence on cloud services, external APIs, or internet connectivity. The scope includes implementation, integration, data conversion, training, documentation, demonstrations, maintenance, licensing, technical support, and ongoing system support. Proposers must address detailed functional and technical requirements, provide pricing, complete the security review and accessibility materials, submit five government-client references, and provide financial information. The solicitation requires a performance bond equal to 25% of the total contract value and specifies Class 2 insurance, including cyber liability coverage of at least $2,000,000 per claim.
