Description
Atlantic County is soliciting professional financial advisor services for governmental debt financings and related financial matters. The selected firm will advise on borrowing amounts, timing, credit structure, maturities, call provisions, sale method, offering documents, Local Finance Board applications, rating-agency presentations, bid evaluation, bond registration, investment of proceeds, settlement and delivery, continuing disclosure, and coordination with bond counsel, auditors, underwriters, and other financing professionals. The anticipated work includes County Community College Chapter 12 bonds, general obligation bonds, and bond anticipation notes, although the County does not guarantee that bonds or notes will be issued in any particular year. Proposers must demonstrate significant experience representing New Jersey governments in public finance, including serving as financial advisor on bond sales of at least $25 million and on County Community College Chapter 12 and County Vocational Technical School bond sales. Responses must include firm and key-person qualifications, relevant New Jersey bond-issue experience since July 1, 2022, a service-delivery approach and debt-service plan, up to four New Jersey government bond-issuer references, and fee schedules for bonds, bond anticipation notes, rating-agency services, and 25 hours of additional services. The contract expires December 31, 2027; the County will not pay a retainer and will reimburse only specified courier and delivery expenses.
