This Design-Build project involves the removal of eight existing fish barriers located in Pierce County, Washington, along SR 16 and SR 302. The barriers will be replaced with new structures and reconstructed stream channels to ensure unimpeded fish passage. The scope of work includes fish exclusion and temporary stream bypass systems, traffic management, removal of existing barriers, earthwork, construction of structures and walls, roadway reconstruction, guardrail work, channel and streambed restoration, roadside restoration, erosion control, water management, and traffic control. The project aims to comply with a federal court injunction requiring the removal of state-owned culverts that block salmon and trout habitat. The work will increase fish migration access to native spawning grounds. Coordination with WSDOT, WDFW, and local tribes (Squaxin, Puyallup, and Nisqually) is required, along with acquiring necessary environmental permits and property rights. The estimated contract cost is between $160 to $200 million. Prequalification requires a maximum bidding capacity of $200 million or higher, with at least one major participant prequalified for Work Class 6 in the amount of $50 million or higher.
