The New York Truck Voucher Incentive Program (NYTVIP) has undergone several revisions, significantly altering its eligibility criteria, funding structure, incentive calculations, and scrappage requirements for zero-emission vehicles and non-road equipment. Key updates include the addition of Class 3 Zero Emission Vehicles (ZEVs) and Zero Emission Non-Road Equipment, while paratransit buses and cargo handling equipment are no longer eligible. The program now features three distinct funding tracks: Class 3-8 ZEVs funded by RGGI, Non-Road Equipment funded by the Volkswagen Settlement EPA DERA Option, and Class 4-8 Transit Buses funded separately. Incentive calculations have been revised, with incremental costs now applying only to Transit Buses, and Class 3-8 ZEVs receiving a base incentive with bonus options. Scrappage is now optional for Class 3-8 ZEVs and has revised timelines for Non-Road Equipment, while remaining unchanged for Transit Buses. Lease, warranty, reporting, and operating terms have been reduced to three years. Eligible fleet applicants have been expanded to include Charging-as-a-Service (CaaS) and E-Fleet companies.
