Description
The Defense Advanced Research Projects Agency's Defense Sciences Office is soliciting unclassified basic or applied research concepts for the Liquid Surge program. The effort must address two coupled thrusts: experimental diagnostics and validation for transient phenomena in pressurized liquid media, and a standalone physics-based computational prediction tool for coupled fluid mechanical and thermodynamic behavior across relevant spatial and temporal scales. The proposed work consists of a nine-month Phase 1 Feasibility Study and a nine-month Phase 2 Proof of Concept option, with a combined award value capped at $995,000. Phase 1 is capped at $550,000 and Phase 2 at $445,000. Required milestones include experimental-rig demonstrations, validation against experimental data, kinetic-theory-based simulations, technical drawings for prototype diagnostic hardware, a prototype wave-prediction tool, reports, and associated standard operating procedures. Awards will be made as Other Transactions for Prototype projects, and proposals must include the required technical, cost, milestone, administrative, and national-policy materials specified by the solicitation and its referenced program templates.
