Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to procure a subscription for OpenAthens Compass, owned by Joint Information Systems Committee (Jisc) Services Limited (JSL). This is a brand-name requirement, and offerors must be authorized resellers or distributors of the brand-name item(s) quoted, providing documentation from the Original Equipment Manufacturer (OEM) with their quotation. Award will be made on a Lowest Price Technically Acceptable basis. The requirement includes OpenAthens Compass for up to 1000 users for a base period and four option years. The subscription period is 12 months after receipt of order for the base period, and 12 months after option year execution for the option periods. All costs, including shipping, freight to Dahlgren, VA, and any tariff or duty charges, must be included in the quoted price. Offerors are encouraged to submit published pricing, historical pricing data, or other information to support the Government's price analysis and determination of fair and reasonable pricing. Firms must be registered in the System for Award Management (SAM) to be eligible for award. The solicitation is issued as a Request for Quotation (RFQ), and proposals are due by 12:00 p.m. EST on June 26, 2026. Questions regarding this synopsis/solicitation may be submitted via email prior to the RFQ closing.
