Description
Loudoun County is soliciting a general contractor for the Route 15 North Widening project between Battlefield Parkway and Montresor Road. The approximately 3.5-mile project will widen the roadway from two lanes to four lanes and includes a regional trail, shared-use path, signalized intersections, a hybrid roundabout, drainage and stormwater improvements, erosion and sediment controls, temporary traffic control, demolition, paving, signage, pavement markings, traffic signals, lighting, guardrail, landscaping, stream relocation, and construction of two steel plate girder bridges. The project is a lump-sum construction contract with a stated substantial-completion period of 1,187 calendar days after the Notice to Proceed. Bidders must provide VDOT prequalification documentation, a Class A Virginia contractor's license, at least three similar public-facility project references with minimum construction costs of $20 million each, bonding-capacity verification, a bid bond equal to at least 5% of the bid, insurance documentation, and the required pricing, authority, schedule, and supporting forms. The awarded contractor must negotiate and sign a Project Labor Agreement within 60 days of award and comply with Virginia prevailing-wage requirements.
