Description
The United Nations Development Programme is procuring consultancy services for an improved integrated waste management project in Masaka City. The assignment covers a detailed feasibility study and parallel basic engineering design for a pilot municipal solid waste system, with an indicative processing capacity of approximately 40–50 tonnes per day, together with assessment and design of healthcare-waste management options. The consultant must validate waste quantities and composition through field investigations, assess collection and routing systems, evaluate centralized and decentralized treatment alternatives, perform site and technology selection, and develop scalable solutions over a 20-year planning horizon. The scope also includes geotechnical, hydrogeological, topographic, environmental and social, biodiversity, climate, gender and social-inclusion, stakeholder-engagement, financial, institutional, and procurement analyses. Required outputs include feasibility and engineering reports, open-BIM and GIS deliverables, financial models, environmental and social management instruments, safeguards and gender action plans, operating-model recommendations, bills of quantities, performance specifications, and a FIDIC-aligned international EPC tender dossier. The assignment has a maximum duration of 42 calendar weeks and requires a multidisciplinary team including waste, process, civil, environmental, social, financial, procurement, surveying, and BIM specialists.
