Description
The County of San Diego is seeking Statements of Qualifications from firms to provide senior managing underwriter and co-manager services for a qualified pool. Services will be provided on an as-needed basis for County financings and include financing-team participation, market research, quantitative and pre-sale analysis, marketing and investor materials, pricing, bond or note purchases, CUSIP acquisition, closing coordination, and post-sale analysis. Covered instruments include short-term and interim obligations such as Tax and Revenue Anticipation Notes, long-term obligations such as Certificates of Participation, Lease Revenue Bonds, General Obligation Bonds, and Community Facilities District bonds, Commercial Paper programs, and other County-directed instruments. Qualified firms will be placed on a standing list for five years and may participate in subsequent procurements. The County anticipates awarding up to eight contracts after a second procurement step: four for senior manager services and four for co-manager services. Offerors must address regulatory compliance, organizational capability and relevant experience, technical approach, and organizational stability and risk.
