Description
The City is seeking a single, commercially available, integrated municipal financial management system from one primary vendor. The solution must address general ledger and financial management, budgeting and financial reporting, accounts payable and purchasing, business licensing, utility billing, HR and payroll functions, cashiering, treasury and bank reconciliation, reporting and analytics, workflow, integrations, data conversion, training, application hosting, maintenance, and technical support. The City will not accept proposals limited to selected modules or functional areas. Standard functionality with reasonable configuration is preferred; significant customization or development is not desired, although limited customization may be considered. The proposed system should support approximately 13 concurrent users, 3,450 utility customer accounts and meters, 500 active business licenses, 30 funds, four departments, 3,135 vendors, 45 employees, and one payroll group. The City expects potential integrations with utility meter/AMI systems and online payment processing, including Paymentus and a planned HydroPro Solutions meter/AMI system. Vendors must provide implementation, conversion, testing, training, integration, acceptance, and support plans; identify any proposed customization and integration costs; and provide a realistic schedule targeting June 2027, with phased implementation permitted. First-year pricing must be all-inclusive and remain within the established $100,000 budget, with annual recurring pricing for Years 2 through 5 and a total five-year cost. Three references from California municipalities demonstrating implementation and support of municipal financial management systems are required. The City does not require provider staff to work on site, though proposers may recommend or require on-site services.
