Description
Puerto Rico's Central Office for Recovery, Reconstruction and Resiliency is soliciting proposals for the acquisition of complete electrical equipment packages for the Local Redevelopment Authority for Roosevelt Roads power-grid project. The scope includes oil-filled 38 kV transformers, 13.2 kV metal-clad switchgear with vacuum circuit breakers and associated protection and control components, and 38 kV SF6-insulated high-voltage circuit breakers. Equipment must be factory assembled, wired, and tested, with accessories, controls, protection devices, internal wiring, special tools, technical documentation, packaging, marine-transport preparation, and delivery. Installation and construction are expressly excluded. Proposals are evaluated on past performance, financial and technical capacity, delivery term, warranty, and price. Offerors must provide manufacturing and delivery plans, technical compliance matrices, manufacturer information, factory-testing capabilities, warranty terms, and evidence of comparable experience. The solicitation requires a 15% bid bond with the proposal and a 25% performance bond after award, and establishes a two-year contract term. A mandatory virtual pre-proposal meeting is required, and both physical and electronic proposal submissions are required.
