Electric Energy Contract-for-Difference Supplier Qualification

The Edmonton Public School Board is conducting a Request for Supplier Qualifications to establish a roster of qualified electric energy suppliers capable of providing financial settlement differences arising from fixed-for-floating price hedges. The Division manages approximately 254 educational, administrative, and service sites and anticipates hedging approximately 5.0 MW of base load and 7.0 MW of peak load, varying by season, through financial contracts-for-difference procured in tranches with different lead times. Qualified suppliers may be invited to future second-stage Requests for Quotes for discrete energy assignments. The arrangement does not guarantee any purchase volume or award. Mandatory submission requirements include a completed and signed Submission Form and an investment-grade credit rating from an accepted rating agency. Depending on the supplier's credit rating, the Division may require parent-company credit support and an irrevocable parental guarantee of $500,000 CAD for each year of contracted energy. The solicitation also includes a Master Swap Agreement framework and annual eligibility reassessment requirements.
