Inmate Personal-Property E-Commerce and Fulfillment

Correctional Service of Canada intends to establish a centralized business-account agreement with an e-commerce supplier for approved inmate personal-property goods, including electronics, clothing, footwear, personal-care items, sports equipment, musical instruments, hobby and craft supplies, and miscellaneous items. The supplier must offer only approved items at standardized prices, provide returns and replacements, deliver to all listed CSC institutions within a maximum standard period of 14 calendar days, and perform the work from its own place of business. The supplier must provide account and user configuration, administrative ordering-platform access, order and shipment tracking, real-time reporting, bilingual English/French training materials and customer service, and a toll-free telephone service. Interested suppliers must submit a statement of capabilities demonstrating at least five years of e-commerce experience, online credit-card ordering, quality-assurance and returns processes, order-management and tracking, reporting capability, and nationwide delivery capacity. CSC will not award a contract through this notice; it will establish a list of potential suppliers. The proposed agreement is stated as one year from execution, with annual review and renewal or amendment as required, and an estimated value to CSC of $0.00 because purchases are funded by inmates.
